Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 171. Notor Vehicle Seat Belt Act.

The FBI created this classification in 1963 to cover investigations under the Motor Vehicle Seat Belt Act (P.L. 88-201). Under the Act the Department of Commerce developed minimum standards for motor vehicle seat belts. Thereafter it was illegal to transport in interstate commerce belts that failed to meet those standards. The Bureau investigated criminal violations unde the act only upon direction of the Department of Justice. Complaints were routinely referred to the Department of Commerce. The Motor Vehicle Safety Act of 1966 repealed the Motor Vehicle Seat Belt Act of 1963. The Bureau no longer has any investigative responsibility.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
